Lian is a 3rd class municipality in the province of Batangas, Philippines. According to the 2000 census, it has a population of 39,129 people in 8,215 households.
Lian is politically subdivided into 19 barangays.
* Bagong Pook * Matabungkay
* Balibago * Barangay 1 or Bonbon(Pob.)
* Binubusan * Barangay 2(Pob.)
* Bungahan * Barangay 3(Pob.)
* Cumba * Barangay 4(Pob.)
* Humayingan * Barangay 5 or Tabok City(Pob.)
* Kapito * Prenza
* Lumaniag * Putting-Kahoy
* Luyahan * San Diego
* Malaruhatan
Note: Bag-bag is a river, and sitio Bag-bag is being shared by 2 barangays. Thus, Bag-bag Kapito and Bag-bag Bungahan which is just separated by the National Highway.

The first ever Balsa Festival was held on the 18th of May 2002 aimed to help the local community by bringing back the town's popularity in the Tourism Map. With the continued support of the Department of Tourism, the Balsa Festival has become an annual event that gives both local and foreign tourists a reason to revisit Matabungkay and Experience a different kind of festival.
The festival filled with more activties with the likes of Balsa Race Competititon, Balsa Decor and Cultural Dance Competition. A concert and dance party by the beach. And prominent media personalities and foreign executives to grace the Balsa Festival.
